Una crisis que ha servido para evidenciar el enorme gasto de energÃa que el manejo sostenible del agua comporta, situando en la primera página de las agendas polÃtica y cientÃfica al binomio agua â energÃa. Un interés acrecentado por la doble interacción del binomio con el cambio climático. De una parte porque el gasto energético aumenta la emisión de gases de efecto invernadero (GEI) y de otra porque de acuerdo con los pronósticos del Panel Intergubernamental para el estudio del Cambio Climático (IPCC) en muchas áreas geográficas de España, en especial la mediterránea, disminuirán las disponibilidades de recursos hÃdricos acentuándose el estrés que hoy ya sufren. De estas cuestiones, y de las dificultades que hay que superar para optimizar el uso de recursos tan estratégicos sobre todo como consecuencia de la dispersión de competencias en materia de agua y energÃa, se ocupa este trabajo.
